Rôl y Llywodraethwyr The Role of a Governor
Mae yna tua 22,200 o lywodraethwyr ysgolion yng Nghymru. Maen nhw’n rhoi o’u hamser, sgiliau ac arbenigedd yn wirfoddol, i helpu eu hysgolion i ddarparu’r addysg gorau posibl i blant.
Mae cyrff llywodraethu yn atebol am gyfeiriad strategol eu hysgolion ac am ansawdd yr addysg a ddarperir.
Fe fyddwch yn darganfod bod sawl math o bobl yn dod yn llywodraethwyr ysgolion. Fel chi, bydd ganddynt reswm penodol dros wasanaethu ar y corff llywodraethu. Oherwydd y rhesymau gwahanol hyn, mae gan bob corff llywodraethu grwp craidd o lywodraethwyr yn cynnwys:
- Rhiant lywodraethwyr
- Athrawon lywodraethwyr
- Staff lywodraethwyr
- Llywodraethwyr ALl
- Y Pennaeth (yn gweithredu fel llywodraethwr o’i ddewis/dewis)
Bydd cyrff llywodraethu hefyd yn cynnwys rhai o’r llywodraethwyr canlynol, yn dibynnu ar y math o ysgol:

Pam dod yn Llywodraethwr?
- I wneud cyfraniad pwysig i addysg trwy gefnogi cymuned yr ysgol, ei staff a’i disgyblion a chynorthwyo i godi safonau addysg
- I gael cyfleoedd boddhaol a heriol
- I helpu i ddatblygu eich sgiliau cyfredol a dysgu rhai newydd hefyd
- I gyfarfod a gweithio gyda phobl newydd
I gael ymwybyddiaeth o’r system addysg
Mae Llywodraethwr yn wirfoddolwr sydd:
- â diddordeb mewn addysg;
- yn cynrychioli’r rhai sydd â diddordeb allweddol yn yr ysgol;
- yn rhan o dîm sy’n derbyn cyfrifoldeb am bopeth a wna ysgol;
- ag amser i ymrwymo i gyfarfodydd ac achlysuron eraill;
- yn fodlon dysgu;
- yn gallu gweithredu fel ffrind beirniadol sy’n cefnogi’r ysgol ond sydd hefyd yn herio ac yn gofyn cwestiynau am sut y mae’r ysgol yn gweithio a’r safonau y mae’n eu cyflawni;
- yn gweithredu fel cysylltiad rhwng rhieni, y gymuned leol, yr Awdurdod Lleol a’r ysgol.
Cyfrifoldebau Craidd y Corff Llywodraethu
- Hyrwyddo safonau uchel o gyflawniad addysgol ac ymddygiad
- Gosod targedau ar gyfer cyflawniadau disgyblion
- Sicrhau bod gan pob dysgwr fynediad at gwricwlwm eang a chytbwys
- Penderfynu ar nodau, polisïau a blaenoriaethau’r ysgol
- Penderfynu ar gyllideb yr ysgol a’i monitro
- Staffio – e.e. penodi staff, rheolaeth perfformiad
- Rhoi gwybodaeth i rieni am yr ysgol
- Cynhyrchu cynllun gweithredu a monitro cynnydd yn dilyn arolwg gan Estyn

Sut y mae Llywodraethwr yn cyflawni ei ddyletswyddau?
Mae enghreifftiau yn cynnwys:
- Mynychu cyfarfodydd, pwyllgorau ac efallai cymryd rhan mewn gweithgorau bychain o dro i dro
- Ymweld â’r ysgol
- Bod yn gysylltiedig gyda maes o waith yr ysgol
- Cymryd rhan ym mhenderfyniadau’r corff llywodraethu
- Gweithio o fewn cod ymddygiad cytun e.e. Egwyddorion Ymddygiad i Lywodraethwyr Ysgolion
- Cadw cyfrinachedd pan fydd angen
- Derbyn hyfforddiant a datblygiad
- Bod yn ymwybodol o’r mentrau a’r datblygiadau diweddaraf mewn addysg
Cymorth a Hyfforddiant
Er mwyn i lywodraethwyr gyflawni eu cyfrifoldebau’n effeithiol ac i safon uchel mae angen iddyn nhw dderbyn hyfforddiant priodol.
Mae ymrwymiad i ddatblygiad llywodraethwyr yn agwedd bwysig o fod yn gorff llywodraethu effeithiol ond dydy hyfforddiant ddim yn gorffen yn y cyfnod anwytho. Mae yna nifer o gyrsiau hyfforddi ychwanegol ar gael wedi’u darparu gan yr Awdurdod Lleol, i gynorthwyo pob llywodraethwyr i gael yr wybodaeth a’r sgiliau angenrheidiol i lywodraethu eu hysgolion yn effeithiol.
There are approximately 22,200 school governors in Wales. They give their time, skills and expertise in a voluntary capacity, to help their schools provide children with the best possible education.
Governing bodies are accountable for the strategic direction of their school and for the quality of education provided.
You will discover that many kinds of people become governors of schools. Like you, they will have a particular reason for serving on the governing body. Because of these different reasons all governing bodies have a core group of governors, consisting of:
- Parent governors
- Teacher governors
- Staff governors
- Local Authority governors
- The headteacher (acting in the capacity of a governor where this is his/her choice)
Governing bodies will also consist of some of the following governors, depending on the type of school:
- Community governors
- Additional community governors
- Representative governors
- Foundation governors
- Partnership governors
- Sponsor governors
- Associate pupil governors (secondary schools)
Why become a Governor?
- To make an important contribution to education by supporting the school community, its staff and pupils and helping to raise standards of education
- To experience rewarding and challenging opportunities
- To help to develop your existing skills and also learn new ones
- To meet and work with new people
- To gain awareness of the education system
A Governor is a volunteer who:
- has an interest in education;
- represents those with a key interest in the school;
- is part of a team which accepts responsibility for everything a school does;
- has time to commit to meetings and other occasions;
- is willing to learn;
- is able to act as a critical friend who supports the school but also challenges and asks questions about how the school works and the standards it achieves;
- acts as a link between parents, the local community, the Local Authority and the school.
Core Responsibilities of the Governing Body
- Promoting high standards of educational achievement and behaviour
- Setting targets for pupil achievement
- Ensuring that all learners have access to a broad and balanced curriculum
- Determining the aims, policies and priorities of the school
- Determining and monitoring the school’s budget
- Staffing – e.g. staff appointments, performance management
- Providing parents with information regarding the school
- Producing an action plan and monitoring progress following an inspection by Estyn
- The wellbeing and safeguarding of learners
How does a Governor fulfill his/her duties?
Examples include:
- Attending meetings, committees and, perhaps, participate in small working parties from time to time
- Visiting the school
- Being linked to an area of the school’s work
- Participating in decisions of the governing body
- Working within an agreed code of conduct e.g. Principles of Conduct for Governors of Schools in Wales
- Maintaining confidentiality when required
- Undertaking training and development
- Being aware of the latest initiatives and developments in education
Support and Training
For governors to carry out their responsibilities effectively and to a high standard they need to be trained appropriately.
A commitment to governor development is an important aspect of being an effective governing body but training does not just stop at the induction stage. There are a number of additional training courses available, provided by Local Authorities, to assist all governors to gain the knowledge and skills necessary to effectively govern their school.
